Differing views, observations are normal part of deliberation in any institution: ECI on reports of internal friction

The commission argued that focusing on a handful of internal notes spanning ten months, while ignoring the extensive record of approvals, decisions, directives and initiatives, presents an incomplete view of its functioning.
