Thousands of voters have been removed from electoral rolls after the Election Commission used auto‑generated Form 7 documents, digitally signed by Electoral Registration Officers. The commission has not issued any written guidelines or standard operating procedures to state election officials for this process. Moreover, the official Manual on Electoral Rolls does not contain a provision allowing an ERO to file a Form 7.
